Level 3: the role holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work in country programs; or are visiting country programs; ore because they are responsible for implementing the police checking/vetting process staff.
ROLE PURPOSE: The FSL and CVA Technical Specialist will provide strategic direction and technical oversight to the Madagascar Program in areas of food security and livelihoods, resilience, social protection, climate resilience and cash-based programming. Under the general direction and guidance of the Head of Program Development Quality and Impact (HPDQI). S/he ensures all food security and livelihoods, and climate resilience programming is of excellent technical quality, coherent and aligned with the country strategic plan and cluster strategies, attracts significant donor funding and contributes significantly to country/global learning, advocacy and program development and will be responsible for strengthening internal CVA systems and capacities.The post holder is expected to provide technical advice and work closely with project staff and partners to ensure program quality is maintained and programming objectives are successfully achieved. The role includes undertaking regular assessments to understand capacity gaps and initiates capacity strengthening efforts including on-job technical support at field level across range of priority issues including child-sensitive social protection, financial inclusion, youth and women economic empowerment, cash programming, Household Economy Approach (HEA), climate resilience and livelihoods resilience building. S/he represents the organization in food security and agriculture cluster (FSAC), participates in cash and voucher working group and other relevant forums. S/he will also ensure that SCI work is coordinated with line ministries’ plans and efforts of other partners/agencies.

MAIN RESPONSABILITIES Programme Support:• Lead on technical FSL and CVA assessments (including market assessment) in coordination with other SC thematic areas and/or other external sector agencies, ensuring assessment findings are documented and that all assessments include a specific analysis of children’s needs.• Coordinate pro-actively with other CVA agencies, notably as part of the Cash Working Group, to pro-actively engage, in a strategic manner, with donors and government authorities, and to take part in CVA-related initiatives within Save the Children’s Movement.• Work with the HPDQI to develop/review Country Strategy and Thematic Plans and with programme implementation teams to develop an FSL, climate resilience and CVA master budget, to support fundraising for FSL, climate resilience and CVA, including development of high-quality concept notes and proposals• Support programme implementation to ensure appropriate and timely delivery of programme activities (for example, preparing training materials, capacity building support)• Support the preparation of timely programme and donor reports on project activities in compliance with internal SCI requirements and any relevant external donor requirements• Working closely with the support team (HR, Finance, Supply Chain) to ensure appropriate and accountable modalities of cash transfer are in place where cash is used as a modality, with the MEAL team to put in place a sector MEAL plan, ensuring this links to reporting requirements, and capacity build technical field staff in carrying out the work and put in place accountability activities for the FSL and CVA programme, ensuring that feedback from all relevant stakeholders is considered in programme design and implementation, including children• Ensure the FSL and CVA TS are engaged in a ‘culture of learning’ with opportunities to connect, share experiences and lessons, while also coming together to bring improvements to the overall standard of FSL, climate resilience and CVA programming• Ensure that gender equality and inclusion, safe programming and conflict sensitivity is embedded into needs and response analysis, and programming.
Capacity Building:• Lead technical capacity development initiatives for SCI project implementation staff and partners on FSL technical guidelines, CVA and climate resilience programming, integrated nutrition sensitive approaches and technical Common Approaches• Identify learning and training opportunities for Save the Children staff and partners and work as a mentor and role model for less experienced staff.• Support the delivery of cash-based programming including trainings and remote coaching on practical elements (where required).
Representation & Organisational Learning:• Build and maintain positive relationships with relevant stakeholders, including I/LNGOs, Donors, Ministries, etc.• Ensure that SCI’s work is coordinated with efforts of other agencies and government, and take a leadership role within Interagency Coordination forums, ensuring the specific needs of children are being addressed including taking the lead in coordination working groups and clusters• Take steps to document lessons learned for wider dissemination.• To identify opportunities and material to contribute to communications and media work.
General:• Travel to field offices regularly to conduct capacity building and quality monitoring, ensuring that all visits are supported by clear and constructive recommendations.• Deliver high quality results a way which maintains the reputation of SCI in Madagascar• Comply with Save the Children policies and practice with respect to child protection, code of conduct, health and safety, equal opportunities and other relevant policies and procedures• To perform such other responsibilities as agreed with your line management.

QUALIFICATIONS AND EXPERIENCE:
Master’s degree in development or related area, or equivalent experience in a relevant subject or equivalent field experience At least 8 years of relevant professional experience working in FSL, Climate resilience and CVA programmes in emergency or development settings At least 5 years’ experience living and working in a context where FSL and CVA is currently delivered Sound understanding of major issues related to the climate emergency/resilience - and a close focus on evidence-based approaches, and action learning/adaptation of programming Experience in representing the organization, coordinating and networking at national level Ability to develop programme tools, technical resources and guidance as required Ability to write clear and well-argued assessment and project reports Fluent Malagasy and good command of French and English (spoken and written) Excellent communication and writing skills, with capacity to write documents in French and English for anexternal use.
Desirable:• Knowledge and / or experience in using HEA• Experience drafting proposals/bids, and designing, operationalising, monitoring and evaluating development programmes that build resilience to climate shocks• Familiarity with nutrition surveys• Demonstrated experience and strong understanding of sectoral CVA• Specific experience of designing and managing major institutional donor projects• Experience of working in consortia projects desirable
