Background / Latar Belakang
Save the Children Indonesia (SCI) is a humanitarian organization dedicated to providing humanitarian and development assistance to communities affected by conflict, natural disasters, and other crises. Ensuring the safety and security of staff, beneficiaries, assets, and programs is fundamental to effective program implementation and organizational sustainability.
As part of its organizational transformation, Save the Children Indonesia is strengthening its humanitarian, safety, security, risk, and compliance functions through the development and implementation of an integrated management system. This initiative aims to streamline operations, improve organizational efficiency, strengthen governance, facilitate cross-functional collaboration, and ensure compliance with internal standards, donor requirements, and applicable national regulations.
To support this transformation, Save the Children Indonesia seeks to engage a qualified Safety, Security, Risk & Compliance Consultancy firm to assess existing systems, identify gaps, develop strategic frameworks, and support the implementation of an integrated Safety, Security, Risk & Compliance matters.
Objective of the Assignment / Tujuan Penugasan
The primary objective of this consultancy is to provide strategic and operational leadership on Safety, Security, Risk, and Compliance matters. The Consultant will support the organization in strengthening its safety and security systems, enhancing risk management and compliance practices, and contributing to organizational transformation initiatives, including digitalization and automation efforts within the Humanitarian Division.
The Consultant will serve as a technical advisor and focal point for safety, security, risk, and compliance matters, ensuring that organizational policies, procedures, and practices are aligned with Save the Children standards, donor requirements, legal obligations, and international best practices.
Scope of Work / Lingkup Tugas dan Tanggung Jawab
The Safety, Security, Risk & Compliance Consultant will be responsible for providing technical leadership, oversight, and support on safety, security, risk management, and compliance matters across Save the Children Indonesia.
The Consultant will undertake the following responsibilities:
1. Safety & Security Management
- Conduct and update security risk assessments for operational areas.
- Develop, review, and update Security Management Plans (SMPs), SOPs, and contingency plans.
- Monitor the security environment and provide regular security updates and advisories.
- Support incident management, reporting, investigation, and post-incident reviews.
- Ensure compliance with organizational security standards and duty of care requirements.
2. Risk & Compliance Oversight
- Provide technical oversight and guidance to the Risk Coordinator and Contract Compliance Specialist.
- Support the implementation and monitoring of organizational risk management processes.
- Monitor compliance with organizational policies, donor requirements, and applicable regulations.
- Support risk and compliance reporting and follow-up of corrective actions.
3. Capacity Building and Coordination
- Conduct safety, security, risk, and compliance inductions and awareness sessions for staff and partners.
- Strengthen the capacity of focal points and relevant teams through coaching and mentoring.
- Coordinate with internal departments and external stakeholders on safety, security, risk, and compliance matters.
4. Organizational Transformation and Digitalization
- Contribute to organizational transformation initiatives related to safety, security, risk, and compliance management.
- Support the development and implementation of digital and automation systems within the Humanitarian Division.
- Identify opportunities to improve efficiency, reporting, and information management processes.
5. Reporting and Advisory Support
- Prepare regular reports, briefings, and recommendations for management.
- Provide strategic advice on safety, security, risk, and compliance issues to support informed decision-making.
Deliverables and Timeline / Hasil Kerja dan Jadwal
The Consultant shall be responsible for delivering the following outputs:
- Updated Security Risk Assessments (SRAs) and security analysis reports.
- Updated Security Management Plans (SMPs), contingency plans, and Security Standard Operating Procedures (SOPs).
- Security incident reports, investigations, lessons learned, and post-incident analyses.
- Regular security briefings, situational updates, advisories, and management reports.
- Technical contributions to the development and implementation of digitalization and automation initiatives within the Humanitarian Division.
- Technical contributions and advisory support to organizational transformation initiatives within Save the Children Indonesia.
- Oversight, supervision, and technical support to Risk Management and Contract Compliance functions, including:
- Providing guidance and quality assurance to the Risk Coordinator and Contract Compliance Specialist;
- Reviewing and monitoring organizational risk registers and mitigation plans;
- Supporting contract compliance monitoring and follow-up actions;
- Coordinating with Legal, Risk, Compliance, and relevant operational teams to ensure adherence to organizational policies, donor requirements, and applicable regulations;
- Supporting the development of risk and compliance awareness through induction sessions, coaching, and capacity-building activities.
Required Qualifications and Experience / Kualifikasi yang Dibutuhkan• Minimum of 5 years of experience in security management, preferably in humanitarian or development contexts• Minimum 5 years of experience in degree/certificate in security management, risk management, international relations, or a related field.• Proven experience in conducting security risk assessments and developing security management plans.• Strong knowledge of security protocols, crisis management, and emergency response.• Excellent training and capacity-building skills.• Ability to work under pressure and in complex and volatile environments.• Proficiency in [languages required, e.g., English and local languages].• Strong analytical skills and experience of incident reporting, incident mapping, information collation and dissemination.• Proven experience and understanding of humanitarian operations and understanding of programming in an emergency.• Ability to work autonomously in a highly stressful and challenging environment.• Strong and proven skills in managing a team in hostile environments.• Proven knowledge of MS office applications and IT literacy and capacity to learn and use other packages.• Indonesia mother tongue and fluent in English languagues.
