The responsibilities of this post may require the post holder to have regular contact with children and young people. In the overseas context all posts are considered to be level 3. As part of these responsibilities the post holder will support the establishment of child safeguarding systems, promote a culture of keeping children safe, and ensure that potential harm to children (by our own staff and/or as a result of how we do our work) is identified and addressed on an ongoing basis.  The post holder should report and respond to child protection interventions as determined by position’s responsibilities identified in the Child Safeguarding Policy.

ROLE PURPOSE:

Momentum Country Global Leadership (MCGL) project is a five-year global project funded by the USAID to provide targeted MNCH/FP/RH technical and capacity development assistance (TCDA) to countries to facilitate countries’ journeys to self-reliance. MCGL also aims to contribute to global technical leadership and learning, and USAID’s policy dialogue for achievement of global MNCH/FP/RH goals through support to globally endorsed MNCH/FP/RH initiatives, strategies, frameworks, guidelines, and action plans.

This position will support the government efforts in healthcare system strengthening especially with a focus on RMNCAH + FP services at the district level. S/he will represent the project at district level forums, meetings and consultations on policy and technical issues related to the project’s objectives. S/he will work closely with DHMT and health providers to utilize quality improvement tools to strengthen essential RMNACH+FP services.  S/he will ensure the regular monitoring of indicators and coordinate with relevant stakeholders at the district and national level. 

Additionally, in the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.

KEY RESPONSIBILITIES

  • Provide technical support to DHMT to implement Quality Improvement activities across targeted facilities.
  • Support the capacity building of Health Facility staff and community structures for quality improvement in RMNCAH+FP and WASH/IPC services in the targeted health facilities. 
  • Provide onsite coaching and mentoring to facility quality improvement teams to establish, monitor all RMNCAH +FP, IPC Quality improvement projects.
  • Co- Facilitate Quality improvement RMNCH and adolescent learning sessions. 
  • Ensure timely planning, implementation, regular monitoring, evaluation, and documentation/reporting of the project outlined to line manager. 
  • Support the day-to-day operations of project activities–ensuring efficient coordination among various teams and with DHMT. 
  • Liaise with technical focal leads at the District Health Management Team and health care facilities staff to ensure functional coordination & collaboration with stakeholders to create enabling environment at facility level.
  • Analyse project data and provide onsite coaching based on identified gaps. 
  • Coordinate closely with other (internal and external) projects and teams in the district so as integrate and address the issues of RMNCAH + FP at district level.
  • Represent the MCGL project at district-level meetings in the absence of District Health Coordinator
  • Coordinate with Community Engagement Officers to link community action plans to quality improvement work at facility level and monitor progress.
  • Support the DHMT to Plan, conduct, and monitor maternal, newborn, child health, and WASH/IPC related training program and onsite review and coaching in the district.
  • Prepare weekly and monthly reports and submit to line manager on timely basis
  • Coordinate with Health Care Facilities (HCF) administrators to ensure adequate supply of WASH/IPC materials and supplies to maintain HCF readiness. 
  • Coordinate with HCF administrators to conduct monthly IPC assessments at supported health facilities to continuously monitor progress and focus activities and support for improved infection prevention practices.

General:

QUALIFICATIONS

Minimum of Diploma/Higher Diploma/ BSc in Community Health and Clinical studies, SRN, BSc Public Health, Community Health Officer 

Certificates in IMCI, AYFS, IYCF, ETAT  is a plus

EXPERIENCE AND SKILLS

Essential

  • At least 1-2 years working with District Health Management Team
  • Knowledge on quality improvement approaches and tools
  • Strong skills in building a team, training, and on the job mentoring 
  • Demonstrable experience working in relatively similar position in an NGO setting.
  • Demonstrable experience of M&E and beneficiary accountability.
  • Excellent communication skills, both written and spoken, with good interpersonal skills and ability to communicate at all levels

The ability to be flexible and make things work.

  • Familiar with national health registers and DHIS2

Desirable

  • Excellent communication skills, both written and spoken, with good interpersonal skills and ability to communicate at all levels
  • The capacity and willingness to be extremely flexible and accommodating in difficult and sometimes insecure working circumstances.
  • Experience working in urban and rural settings
