ROLE PURPOSE:  
The Warehouse Officer will be responsible for the day-to-day maintenance of the district warehouse.  The role will support the Warehouse Manager in all warehouse operations – inventory and storage management of commodities  - including maintaining commodity stocks, keeping a clean and hygienic space, and assisting with accurate commodity reporting including loss reporting as per donor and SCI policies.  The Warehouse Assistant will also support the Commodity Officers and Community Mobilizers during commodity distribution activities. The role must ensure total compliance with the policies and procedures of SCI and the Donor.
In the event of a humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.
KEY AREAS OF ACCOUNTABILITY: 
General Warehouse Management

  • Assist with the organization and space layout within the warehouse
  • Ensure proper, safe stacking and storage of commodities.
  • Responsible for keeping a clean and safe warehouse and the surrounding environment 
  • Report damaged, lost, or gained commodities to the Warehouse Manager. Working with district health authorities to ensure standard commodity disposal procedures are in place.
  • Supervise the work of tally clerk(s), cleaners, labor crew assistants, etc. to ensure high-performance standard 
  • Responsible to conduct physical inventory count on a weekly/monthly basis
  • Work in collaboration with the Warehouse Manager on effective planning and management of warehouse operations, to ensure safe and efficient warehousing and storage of all commodities and supplies.
  • Assist the Warehouse Manager with routine inspection of commodities stored in the warehouse and prepare store/stock inspection reports.
  • Support pest control activities inside/outside the warehouse and work with pest control teams for effective fumigation activities and document the same.
  • Work with the Warehouse Manager on daily support functions such as local procurement, general supplies and documentation of the same.
  • Ensure that Save the Children’s minimum standards of Child Safeguarding and Safeguarding under Warehouse Management procedures and country policies are implemented and adhered to in the area of responsibility, supporting relevant staff as required

Commodity Reporting

  • Support the Warehouse Manager in the receipt and dispatch of commodities to ensure accurate recording, accounting, and reporting is available at all times to support decision-making
  • Responsible for inputting warehouse transaction data into Commodity, Tracking, Reporting, and Accounting (CTRA) software for timely reporting.
  • Support the Warehouse Manager in preparing and filing documents for audits
  • Ensure all ledgers and stack cards are timely and accurately updated
  • Actively contribute to the review of Save the Children warehouse standards and procedures, to ensure safety, security, and efficiency.
  • Tracking of reverse logistics of commodities from JDPs to warehouse and ensuring that the proper batch numbers and packing types are maintained and documented. 
  • Perform any other duties or tasks as delegated or assigned by your supervisor
  • Responsible for inputting warehouse movement records in the Total Inventory Management (TIM) system.

Transport and Delivery of Commodities

  • Support the Warehouse Manager in monitoring and verifying the activities of 3rd party transporters to limit commodity loss or diversion during dispatch to schools from SC (sub-) warehouses.
  • Accompany Transport vehicles to JSG Distribution Sites to observe off-loading and paperwork collection (requires motorbike license)
  • Ensure the correct quantity of commodities arrives at each JSG detailed in the delivery order and that the commodity is in good condition.
  • Facilitate and document receipts of food items from transporters to the JSG officials
  • Clearly document any damaged commodities resulting from transportation in a manner that will allow for easy reconstruction of events and allow for SC to recoup any financial losses from the transporter.
  • Accompany visits to the field storage locations with field teams and inspect, advise and share best commodity handling practices and reconstitution activities to minimize losses.

EDUCATION QUALIFICATIONS 

  • A Higher National Diploma in supply chain management, logistics, business administration/management project management, engineering, or related areas. A bachelor’s degree in the relevant field will be an advantage. 

QUALIFICATIONS AND EXPERIENCE

  • A minimum of 03 years experience in a similar role in warehousing operations in an international non-governmental organization. Experience in the area of centralized warehousing is desirable. 
  • Demonstrated experience with food aid programs especially USDA Food for Education, USAID Title II, or UN WFP food aid programs with an in-depth knowledge of USG Regulations.
  • Previous experience in WFP, USDA or USAID/FFP school feeding programs will be an advantage. 
  • Proven experience in areas of logistics operations including warehousing, transport/distribution, stock management and commodity accounting. 
  • Good understanding of general commodity management best-practices 
  • Prior experience in humanitarian or international development programming will be an advantage. 
  • Ability to collect data and compile accurate reports documenting commodity handling and distribution details
  • Good communication skills with the rural community members, and local and traditional leaders, good planning, and reporting functions.   
  • Understanding of basic risk management practices.
  • Independence, adaptability and flexibility with good workload management, multitasking and ability to meet tight deadlines
  • Ability and willingness to travel to SCI project locations in remote areas. 
  • Fluency in English, spoken and written in addition to Sinhala and/or Tamil.
  • Good computer literacy (MS Word, MS Excel, MS PowerPoint and all MS Office applications) and stock tracking software - TIM, ProSave etc.
  • Have excellent numeracy, literacy and organizational skills 
  • Ability to organize a substantial workload comprised of complex, diverse tasks and responsibilities.
  • Behave and demonstrate a high level of courtesy, and honesty, encouraging openness and transparency.
  • A good understanding of the mandate of Save the Children, commitment to and understanding of child rights, the aims and principles of Save the Children, and its humanitarian standards such as Child Safeguarding and the Code of Conduct.
