Team and Job Purpose
Role purpose
The IT and Digital Solutions Officer will manage the IT and communications functions and responsibilities. As a member of the Country Office team, s/he will ensure delivery of IT services that enables efficient and effective delivery of programs. This includes responding to IT-related business needs, supporting and coaching focal points or champions in Field Offices, IT Controls, Data Protection and Safeguarding, using technology for development, overseeing the implementation of IT projects, and acting as the in-country IT focal point to the senior management and IT-related reporting.
The IT and Digital Solutions Officer contributes to ensuring that Save the Children’s commitment to improving quality and accountability in humanitarian work is upheld, through reference to Save the Children Minimum Standards and the NGO Code of Conduct, and endeavours to implement sustainable systems and transfer knowledge and skills to existing staff.
In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.
Principal Accountabilities
Strategic Planning and Capacity Building
- Complete the yearly IT Control assessment for Liberia Country Office, work with the IT team to provide the evidence needed, and build a remediation action plan for all risks identified.
- Provide technical support during programme design and proposal writing.
- Periodically (yearly at minimum) assess IT needs and advise management on the impact on programme delivery.
- Examine the project budget and provide a reasonable costed allocation plan to senior management.
- Evaluate IT equipment and plan/recommend network extensions/up-gradations for future needs, take initiatives to adapt economical solutions/services, and best practices to save SCI resources.
- Maintain close contact with Regional/Global Office and provide regular updates on IT status, technology planning, and monitoring.
- Support to effectively develop, communicate and interpret policies relating to data management, IT, etc.
- Assists in developing and rolling out user training programs on IT and Digital Solutions.
IT Systems Management: Ensures implementation of of ICT strategies and new technologies digital solutions
- Compliance with global IT standards, Policies, and procedures for the CO technology environment;
- Assists development and implementation of the ICT annual plan based on agreed objectives and Standard Operating Procedures in ICT services;
- Inspire innovation through research and business partnering to make IT an enabler for the achievement of SCI’s global strategy and for meeting local demand for tools
- Support digital projects lifecycle and provide clear documentation for a good decision-making
- Work with the Global IT team to build the strategy for the coding, prepare servers, tests, and code environments and decide about technologies to use in alignment with Global IT Security and Data Protection policies
- Ensure that all Digital projects are on track and keep the management regularly updates
- Work with the Global IT team to design and implement a Disaster Recovery Plan for the CO with an emphasis on data storage, security, and backup services
- Assist IT initiatives, user awareness, and compliance with Global Assurance requirements

- Engage various working groups for information and knowledge sharing.
- Partner with Logistics in ensuring timely and value-for-money IT-related purchases is achieved while ensuring SLAs with service providers exist and are adhered to it.
- Promote a culture of documenting and sharing best practices using knowledge management tools and sharing monthly reports with the line manager and Global Technology Business Solutions lead.
- Plan and budget for all IT expenditures in consultation with the line manager
- Meet with managers to discuss system requirements, specifications, costs, and timelines
- Track expenditures against budgets, prepare forecasts, and verify invoices from service providers and suppliers against SLA performance targets before payment is approved.
- Conduct/participate in periodic performance review meetings with partners.
IT Support
- Ensure the use of the Service Desk in all offices and provide support and technical assistance to CO IT Officer/ Assistant in resolving escalated issues.
- Pro-actively ensure ICT services are accessible and equipped with current hardware and software either through engagement with regional and global teams
- Work with others in preparing IT assets disposal when appropriate and Ensure hardware is stripped and data secured before disposal
- Ensure ICT inventory for the Liberia Country Office is up to date and consolidated in consultation with Logistics or Admin
- Consult with systems users, and management to establish requirements for new systems or modifications
IT Network Operations
- Ensure optimal functioning of Internet link in all offices.
- Network Infrastructure and technology implementation, network performance management, and participation in improvement planning.
- Managing access controls for all network-related services and resources.
- Coordinated support and enhanced Liberia CO’s Platform with regards to ICT4D initiative with developers and IT Application analyst.
- Prepare evaluations of software or hardware, and recommend improvements or upgrades.
IT Capacity Building
- Identify user training needs through assessments and tailor appropriate responses.
- In collaboration with the Global team, conduct IT staff capacity building through skills transfer.
- Liaise with the Global team and develop training materials for the country office.
Procurement management:
- Support the Supply Chain team to Investigate and evaluate the best value and quality suppliers for all IT and communications equipment on an ongoing basis, in line with the global procurement policy.
- Recommend purchase of new and replacement/upgraded hardware that will improve staff effectiveness or office infrastructure with clear cost analysis
- Work closely with senior management/budget holders to anticipate and appraise future IT-related purchasing needs.
IT Security and Child Safeguarding:
- Report any alleged or suspected misuse of IT systems/equipment, lapses of security, and major violations of organizational standards to senior in-country management, and provide support as directed to any resulting investigation, such as obtaining evidence, suspending access privileges, etc.
- Comply with all relevant Save the Children policies and procedures concerning child protection, health and safety, equal opportunities, and other relevant policies.
- Ensure that all cloud servers are secure, up-to-date, and compliant with SCI IT Security Policies
- Advise staff of security breaches and/or changes in password or security status
- Advise staff of security breaches (Datix Report) and changes in password or security status
- Ensure all recruits have completed the mandatory online IT Security and Data Protection training.
- As the Data Protection focal point in Liberia, explain the Data Sharing Agreement to senior stakeholders within their country or Regional Office. Provide the Center data protection team with information concerning the suppliers and donors with whom personal data of any category of the data subject is shared at the Global/ Regional/Country Office level.
IT Reporting
- Submit regular monthly progress reports to the Director of Finance and Support Services and Regional/Global Head of Technology and Business Solutions.
- Ensure that all Save the Children staff remains in compliance with all Global and Liberia CO IT specific Security Policies and Procedures.
- Participate and represent the IT department in any SC Liberia CO and Global staff and IT meetings
- Participate and represent Liberia CO in any inter-agency IT-related meetings or seminars.

Desirable
- Bachelor’s Degree or equivalent
- Minimum 3 Years of experience in ICT Support.
- At least 1 years experience with IT hardware & Software including builds, repairs, and upgrades of user equipment.
- Demonstrated knowledge in user administration, Microsoft Office suite support, Windows 10, Windows Server, MS SharePoint, and Fortigate might be a plus.
- Basic knowledge of systems scripting and database skills (e.g. Windows PowerShell, Oracle PL SQL, MS SQL, etc.) essential.
- Demonstrate knowledge in resolving and troubleshooting basic and common IT issues remotely.
- Reasonable experience in securing organisational ICT resources from internal and external threats in the emergency environment and normal situations.
- Good communication Skills and a strong positive attitude (passionate) towards learning
