TITLE:   Food Security and Livelihoods Coordinator

LOCATION: Juba (roving role with at least 70% of time travelling to field project sites)

CHILD SAFEGUARDING:  Level 3:  the post holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff. 

ROLE PURPOSE: The Food Security and Livelihoods Coordinator is responsible for supporting the efforts in ensuring high quality programming and implementation of the food security and livelihoods including cash voucher assistance programs of Save the Children in South Sudan. The FSL Coordinator is responsible for assisting technically the design, development and planning of livelihood projects including contributing to strong Monitoring and Evaluations, Accountability and Learning systems (M&E) to measure the impact of the programs. S/he provides technical advice and capacity support to field staff in the field to ensure the FSL work is of high quality and contribute to achieving objectives of the programme, sector and organization. In addition, the position is responsible for ensuring that key organizational principles and approaches, such as child participation, Quality Benchmarks, sound MEAL systems, minimum standards, guidance documents and SoPs are well integrated throughout the project cycle. That lessons and evidence derived through implementation of projects are well articulated, documented and disseminated both internally and externally; and that engagement with policymakers and key stakeholders achieves advocacy objectives to realize greater change for children. The incumbent of this position represents Save the Children values and principles in interactions with staff, children and external audiences.  KEY AREAS OF ACCOUNTABILITY:  FSL Program Development, Implementation and Coordination:

• Work closely with the Food Security and Livelihoods Technical Advisor in the design, planning, technical support, monitoring of food security and livelihood projects
• Provide technical support in the development of livelihood project concept notes, logical framework, proposals and identify appropriate innovative approaches
• Develop and implement a work plan for livelihoods support and other technical support requirements of the various FSL projects in close coordination with the FSL Technical Advisor, and other relevant Save the Children staff.
• Ensure the use of technical guidelines for specific trainings, minimum standards, harmonized approaches and practices of FSL programming 
• Work closely with the program managers and technical team to ensure concepts and practical approaches to work are protective of children’s rights, including rights to participation, education and protection from hazardous work and exploitation. 
• Document content of internal/external technical meetings and disseminate to relevant staff.
• Coordinate closely with the other thematic of PDQ and program operations to ensure integrations and complementarities with FSL programming at operational level
• Coordinate closely with FSL team of the various projects to ensure that technical assistance to each project is synchronized, adds value and enhance impacts.
• When delegated, represent at all relevant technical external task forces, working groups, seminars or other meetings / forums and use these meetings to negotiate on strategic, and advocacy positions of Save the Children.

 Capacity Building: 

• Liaise with staff of the Programme Operations department and the field offices (through regular field visits) to identify technical support needs of projects and staff, and, jointly agree on specific and time bound support needs in relevant technical areas
• Provide technical supportive supervision and monitoring of projects on a regular basis making sure that activities are implemented keeping quality as per the minimum standards and timeliness
• Provide technical training to ensure that the project staff have the necessary skills to technically implement the project
• Work closely with the various program managers in the planning and facilitation of meetings for introducing program approaches and practices, shared learnings and periodic review meetings aiming at building capacity and harmonization

Monitoring, Evaluation, Learning and Documentation:

• Technically support the project managers to design the baseline assessments, registration, monitoring for individual projects, to include development of data collection formats, data collection plans and the consolidation of baseline data and agreed targets.
• Technically contribute to annual and quarterly detailed implementation plans for all projects within the FSL portfolio.
• Technically contribute to monitoring and evaluation plans for all projects, to include outcome, output and input indicators. Ensure that the M&E plan for each project helps improve quality of reporting, clearly articulates the impact of projects, and identifies issues for advocacy. Where appropriate, this should feed into the general Save the Children’s MEAL processes (beyond individual projects).
• Support the relevant project managers in producing high quality project reports that meet the requirements of Save the Children and Donors. 
• Ensure that lessons learned are properly documented, effectively disseminated and, where appropriate, incorporated into wider advocacy initiatives.
• Assist the development of frameworks and support Country Offices to document case studies and success stories related to food security and livelihoods throughout the projects

QUALIFICATIONS AND EXPERIENCE

• University/College BA or BSc Degree and/or Advanced Degree in related field (e.g Rural Livelihoods, Agriculture/Animal Science, Agricultural Economics, Rural Development, Development Studies,; or other relevant fields of study)At least four years of work experience in agriculture sector, livelihood, CVA; 
• At least 4  years of relevant experiences.
• Demonstrated experience and knowledge of multi-sectoral programs – food security, natural resource management, disaster risk management, livelihoods based development and emergency response operations
• Experience in working with government counterparts and other partners at various levels - national to county; these includes technical support, capacity-building and coordination.
• Excellent understanding of livelihoods issues in South Sudan at both field and policy levels.
• Knowledge and practical experiences in FFA/APFS methodologies, DRR tools, CVA, FSNMS tools, market assessment, the use of IPC livelihoods programming and M&E tools.
• Practical understanding of the challenges and opportunities in realizing children’s rights in South Sudan, in relation to thematic area.
• Experience in designing Livelihood strategies and proposals.
• Strong data collection, analysis and report writing skills.
• Strong analysis of food security data and ability to summarize and communicate this to a range of audiences.
• A good understanding of development issues in the projects’ implementation areas in particular
• Willingness and ability to travel to all project areas, within approved security frameworks
• Good presentation, training and facilitation skills
• Proven conceptual skills and an ability to think and plan strategically
• Good communication and interpersonal skills and an ability to train and mentor staff

• English language skills.

Additional job responsibilitiesThe Food Security and Livelihoods Coordinator may be responsible for additional tasks and duties as and when required to support the overall country livelihood programme priorities.
