TITLE: Program Officer (Technical Support – Education)
TEAM/PROGRAMME: Education Team    
LOCATION: Magway

GRADE: NAT - 4    
CONTRACT LENGTH: Fixed Term
CHILD SAFEGUARDING:
Level 3:  the post holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work country programs; or are visiting country programs; or because they are responsible for implementing the vetting process staff.
ROLE PURPOSE:
Provide technical support for education programs through training design and facilitation, ongoing support to program implemenation staff, and field-level monitoring to ensure high-quality education services in assigned and targeted areas. 
SCOPE OF ROLE:
Reports to:  BE Advisor (Yangon) for Technical Line Management and Project Coordinator (Magway) for field-level Supervision Management

KEY AREAS OF ACCOUNTABILITY :
Program Delivery :
a)    Design and develop training plans, training designs, and learning materials for education programs, including Early Childhood Care and Development (ECCD), Basic Education (BE), and Non-Formal Education (NFE). 
b)    Apply participatory, interactive, and learner-centered training methodologies that empower caregivers, teachers, and community-based organizations (CBOs). 
c)    Deliver ECCD, BE, and NFE training sessions to program staff, partner staff, educators, community members, and relevant stakeholders. 
d)    Design and facilitate Training of Trainers (ToT) sessions to strengthen local training capacity and support program scale-up. 
e)    Conduct regular follow-up meetings, coaching, and field monitoring visits to ensure effective implementation and application of technical knowledge and skills. 
f)    Maintain accurate records of trainings, follow-up meetings, and field visits; ensure proper documentation; and prepare meeting records and training reports.
g)    Consult and collaborate with the BE Advisor and technical teams to develop and adapt training materials, IEC resources, and technical approaches.
Program Management
h)    Monitor, mentor and document the  progress of project activities  in geographic area/s of assignment 
i)    Prepare and submit training reports on the projects 
j)    Ensure that project resources for specific location are used optimally and that expenditures comply with internal controls set by the Finance/Grants Units;
Communications:
k)    Ensure that project related information are relayed to the Project Assistants 
l)    Prepare communication materials to partners within area/s of jurisdiction
Others:
m)    Prepare periodic work plans and training module with supervisor in a timely manner
n)    Keep records of activities and report periodically on program progress with recommendations in a timely manner 
o)    Assist with periodic and other reporting as necessary 
p)    Assist in documentation of process and impact of the program as needed
Child Safeguarding Responsibilities:
•    Provide technical support to the staff, patner, teacher and community of the Child Safeguarding training and supporting community to identifying and addressing risks of children that are caused by training design.
•    Ensure the way they are carrying out their work is not putting children at risk (or further risk) – this means constantly scrutinizing their work through a child safeguarding lens and talking to children about possible design/implementation “flaws”.

QUALIFICATIONS, EXPERIENCE AND SKILLS
•    Bachelor’s degree in Education, Social Sciences, or a related field. 
•    Minimum 3–5 years of experience in education program implementation, preferably in ECCD, BE, or NFE. 
•    Demonstrated experience in training design, facilitation, and capacity building with excellent communication and facilitation skills. 
•    Strong understanding of participatory learning approaches and adult learning principles. 
•    Proactive and open to learning new technical approaches, with the flexibility to adapt them to different contexts.
•    Willingness and ability to travel to field locations as required.  
Desirable:
•    Knowledge of Save the Children’s education approaches and frameworks. 
•    Experience in emergency or development education programs. 
•    Fluency in local languages with good English proficiency. 
Additional job responsibilities

All types of fraud, bribery, and corruption must be prevented, including where it benefits the organisation (SCI).
