TITLE:  Water Sanitation and Hygiene (WASH) and Infrastructure Advisor

TEAM/PROGRAMME: WASH Sector / South Sudan Country Programme
LOCATION: Juba  with frequent travel to the Field Offices

GRADE: TBT
CONTRACT LENGTH: 1 Year renewable Permanent  Fixed Term

CHILD SAFEGUARDING: (select only one) Level 3 - the responsibilities of the post may require the post holder to have regular contact with or access to children or young people. As part of these responsibilities the post holder will support the establishment of child safeguarding systems, promote a culture of keeping children safe, and ensure that potential harm to children (by our own staff and/ or as a result of how we do our work) is identified and addressed on an ongoing basis. The post holder should report and respond to interventions as determined by position related responsibilities identified in the Child Safeguarding policy.  

ROLE PURPOSE:     Under the general direction and guidance of the Deputy Director of Program Development and Quality, work to establish Country office WASH interventions, ways of working to be integrated within other sectors, provides thematic Leadership and ensure all WASH programming is well monitored and is of excellent technical quality, attracts significant donor funding and contributes significantly to national/global learning, advocacy and programme development.   The WASH and Infrastructure Specialist will also oversee all infrastructure designs, tendering processes, evaluations of bids for project activities both for WASH and other sectors and the role out of SC Construction policy for all the FOs while being supported by the Construction manager.   S/he is expected to lead on developing WASH  strategy and thematic plan and ways of working to integrate WASH to other sectors, aligned with country strategic plan; sectoral assessment; program design, proposal writing and master budgeting; support and coordinate fund raising; provide strategic and technical guidance and oversight to the PMs and field teams; assist Field Managers (FMs) in recruitment and procurement in large complex emergencies; coordinate, represent and brand Save the Children (SC) in cluster, sub-cluster and other relevant forums. The WASH and Infrastructure Specialist is expected to play a leadership role within a response team, through 360o support to colleagues and work to ensure that broader sector coordination mechanisms are functioning effectively. S/he promotes learning and accountability. In most circumstances, the post holder will be expected to mentor and/or capacity-build both international and national staff colleagues.   The WASH and Infrastructure Specialist is responsible for providing technical and strategic guidance and oversight to the country office (CO) program in areas of WASH. The post holder is expected to provide (1) technical advice and (2) support to project staff to ensure programming objectives are successfully achieved. The post-holder shall also contribute to the development and/review of the country strategic direction and actively lead in the development of WASH policy and programme formulation.   As part of the dual mandate, the WASH and Infrastructure Specialist shall take part in emergency preparedness activities and be ready to respond in the event of an emergency, as required.  

SCOPE OF ROLE:   Reports to; Deputy Director of Programme Development and Quality   Reporting to: This consultancy position will lead in country initiatives and will line manage the WASH specialist with dotted management for the WASH PMs at field offices   Budget responsibility: TBD but overall the post holder will be:   Responsible for preparing proposal budgets; monitoring and reviewing the budgets for funded projects; supporting the development of phased budgets; and supporting the PMs in planning for program expenditures. In close coordination with the FMs, the post holder will be to monitor and co-ordinate information and financial resource at a sector at national level.    

KEY AREAS OF ACCOUNTABILITY:     Strategy and Programme Development  

  • Build on technical knowledge, latest research in the sector and current/previous programming to develop proposals for new programming in close coordination with the programme staff
  • Coordinate with proposal development team on identifying new opportunities;
  • Lead programme development for WASH in close coordination with WASH Programme Managers and Field Managers, and proposal development, awards, finance and operations staff;
  • Design assessment tools for assessment of water and sanitation facilities in communities, health centres and/or schools. Design and conduct baseline surveys
  • Grow Save the Children’s WASH portfolio sustainably and strategically, consistent with the Country Strategy, and SC breakthroughs
  • Work with colleagues from other sectors to coordinate on and integrate programming to ensure all children’s needs are met.
  • Contribute the success of programme smooth start-up and implementation

  Programme Quality  

  • Move between offices , provide appropriate high level technical support on methods and practices to be rolled out within WASH / Emergency WASH programming;
  • Extend technical support and direction to the program staff in selection of water sources, protection and development of selected water sources, provision of safe water (water treatment at the source and/or at household level), access to adequate and improved sanitation facilities as well as promotion of good hygiene practices and environmental issues and ensure it is evidence based and appropriate to the context.
  • Lead on the development of tools for project staff and partners to improve the quality of water, sanitation and hygiene activities.  Provide technical training for project staff and partners as required
  • Ensure all WASH programme staff receive the necessary and appropriate technical support. In consultation with staff and project managers agree on the range of advice, support, training and/or other assistance required from you to facilitate high quality programming.  This will involve regular visits to field sites.

  Monitoring, Evaluation, Accountability and Learning (MEAL)

  •  
  • Fulfil the Save the Children Global Initiative mandate including Save the Children requirements in reporting;
  • Lead the roll-out of the Quality Learning Environment Framework across the country programme;
  • Review relevant monitoring reports to ensure that technical debates are well articulated and reports are of acceptable quality before submission. Provide support where necessary to improve report writing skills. Lead in the evaluation and review process for all WASH Projects including the development of Terms of Reference, selection and management of consultants. 
  • Lead the in –country innovation and learning agenda in WASH

  General management

  External Relations

  • Maintain strategic links with key duty bearers and stakeholders line ministries, UN agencies, INGOs and other local NGOs and CBOs,  etc.
  • Represent and advocate for Save the Children with UN agencies, donors, government, NGOs and others at the highest levels in both verbal and written communications to ensure that Save the Children is seen as the lead international agency in South Sudan  in terms of innovation and quality of implementation that focus on child survival
  • Represent and activitely adovacate in key platforms both in country and at regional/global level in line with the WASH work being undertaken in South Sudan

QUALIFICATIONS   

  • Education to Masters level in Environmental/Public Health, Water Engineering, Civil engineering or a related subject, or equivalent field experience

 

EXPERIENCE AND SKILLS Essential

  • Postgraduate qualification in discipline related to Civil or Water Engineering, Public Health Engineering or technically relevant field. A first degree with a combination of work experience may also be considered in lieu of the advanced degree.
  • Significant international experience in WASH programming in developing countries; ideally with experience int he following areas:
  • Rural/Peri urban Water supply design and construction supervision with water quality survilliance
  • Gender diversity friendly quality need assessment of the conflicting situations
  • Community/HHs based water purification system
  • Community based Hygiene Promotion
  • Community action for total sanitation (CATS) including the Community Led Total Sanitation
  • Working out Bills-Of-Quantity and technical specifications
  • Strong commitment to capacity building of national staff and partners with willingness to adopt a participatory and consultative management approach.
  • Good interpersonal skills with the ability to communicate and negotiate clearly and effectively at all levels, taking into account cultural and language difficulties.  Tact and diplomacy are essential
  • Experience of working in insecure/conflict situations and willingness to travel regularly and in difficult circumstances
  • Strategic thinker with highly developed influencing skills
  • Has some basic skills in putting together a piece of action research/evidence base work
  • Fluent in spoken and written English

  Desirable

  • Knowledge and understanding of SPHERE Standard and other principles of humanitarian work.
  • Experience in promoting children’s participation in programme design, implementation and evaluation.
  • Good understanding of disaster risk reduction, gender, protection, inclusion issues and Mainstream the cross-cutting issues with WASH
  • High knowledge of database management tools and data analysis tools
  • Working knowledge of AutoCAD and related software
  • Working experience in planning and response to large-scale WASH emergency situations.
