Save the Children’s Sudan Country Office is one of the fastest-growing operations in East and Southern Africa, with a funding stretch goal of USD 70 million for 2022-2024. As the Head of Programme Development, you'll drive this ambitious vision by diversifying donor portfolios, shifting towards development funding, and positioning Save the Children as a partner of choice for emerging donors and key stakeholders. This strategic role combines innovation, relationship-building, and high-level proposal development to create transformative opportunities for children in need.SCOPE OF ROLE
Reports to: Director of Programme Development and QualityKey Relationships: SMT, PDQ, Finance, Awards, Technical Advisors, DonorsKEY AREAS OF ACCOUNTABILITY Strategic Leadership

  • Analyze funding trends and design a dynamic resource mobilization strategy to support the Country Strategic Plan.
  • Ensure funding aligns with strategic objectives, leveraging innovations and lessons learned from past projects.
  • Cultivate relationships with donors, partners, and line ministries, positioning SC Sudan as a leading development actor.

Donor Engagement

  • Lead donor intelligence efforts to identify opportunities and trends.
  • Develop and maintain an up-to-date donor engagement plan, ensuring Save the Children Sudan remains competitive.
  • Represent the Country Office at high-level donor forums, workshops, and conferences.

Proposal Development

  • Oversee the development of high-value, impactful proposals, ensuring quality and alignment with donor priorities.
  • Facilitate cross-departmental collaboration for proposal inputs from Technical Advisors, Operations, Finance, and HR.
  • Maintain a knowledge bank of assessments and community analysis to inform proposal design.

Documentation & Learning

  • Capture lessons from ongoing projects to strengthen future program design.
  • Work with MEAL teams to integrate evidence-based insights into proposals and reporting.

Capacity Building

  • Build internal capacity for donor engagement, proposal development, and strategic partnerships through training and mentoring.

People Management

  • Provide leadership, coaching, and performance management for the Programme Development team.
  • Foster a collaborative, innovative culture focused on delivering results for children.

Senior Management Responsibilities

  • Actively contribute to SMT decision-making and oversee the quality of field implementation.

Essential:

  • Master’s Degree in a relevant field or equivalent professional experience.
  • Minimum 5 years of experience in both emergency and development contexts.
  • Proven success in leading proposal development, donor engagement, and building strategic partnerships.
  • Exceptional interpersonal and communication skills, with the ability to influence stakeholders at all levels.
