Local expert / Company to develop a user-centred design and Case Management program for non-formal service providers

General information about the project

Through the project “Enhancing well-being of children and youth with disabilities through improved social inclusion in Kosovo” funded by the Swedish International Development Cooperation Agency – Sida represented by the Embassy of Sweden in Prishtina, Save the Children Kosova/o (SCiK) is working to enhance the social inclusion of children, especially those with disabilities, and parents/caregivers in Kosovo through improved basic services, active involvement in child rights and biodiversity protection.

Objective

SCiK is seeking to engage one local expert / company to design and deliver a comprehensive training program to capacitate non-formal service providers to apply user-centred service design principles and standardized case management procedures in their service delivery. 

The intervention will enhance the quality of provided services and provide tools for non-formal service providers (licensed NGOs) on unifying case management procedures to better address the complex needs of children and adults living in high risk of social exclusion. 

Engaged local expert / Company will design and deliver a training program that is context-specific and responsive to the needs of non-formal service providers. The training program should offer clear guidelines and practical frameworks for multidisciplinary teams of non-formal service providers, to collaboratively assess needs, plan interventions, engage other service providers, monitor progress, re-evaluate objectives, and close cases efficiently through a structured and holistic approach.

Objective

Engaged expert / company is expected to apply a participatory methodology that reflects best practices in professional development and capacity building. The methodology should be responsive to the specific needs and context of non-formal service providers (licensed NGOs to provide social services) working with children and adults in need. Key elements of the methodology should include:

-    Rapid desk review: the developed training module should be aligned with SCiK’s strategic objectives and contextualized to the roles, challenges and service delivery models of non-formal service providers. Through consultations, SCiK staff will support the expert/company in guiding the content focus and providing relevant information on SCiK’s existing expertise and globally endorsed tools.
-    Training program development: The training program should build on participants’ existing knowledge and experience, incorporating practical tools standardized procedures and interactive methods that support user-centred service design and effective case management throughout the entire service delivery cycle, including documentation, referral mechanisms, and muti-disciplinary collaboration. 
-    Training program delivery: The delivery of the capacity building workshops should employ participatory, hands-on, and context-sensitive approaches that actively engage participants, facilitate effective learning, and support practical application of learning in their daily work.
-    Accessibility and inclusiveness: Training program design and delivery should consider the diverse background and learning needs of participants to ensure inclusive participation and meaningful engagement. It should also be sensitive to, and provide guidance on, how to effectively respond to the diverse needs of children and families from diverse backgrounds who are living at high risk of social exclusion.
-    Coordination and documentation: The consultant will coordinate closely with SCiK to ensure the methodology is appropriate, inclusive, and aligned with national standards and international best practices. and support the documentation of the program’s design, delivery, and impact through defined evaluation and feedback tools, and final consultancy report summarizing key findings and recommendations. 
 

Experience and skillset required

The local expert / company should have the following skills and competencies:

-    A Master’s degree in the field of Social Science, Human Rights, Child Protection, or any other relevant field (PhD would be considered an asset).
-    Extensive experience and knowledge in the areas of social inclusion, social protection and case management systems. 
-    Understanding the social protection system in Kosovo and scope of social services.
-    Analytical skills to understand and explain complicated ideas and problems in a simple and understandable language.
-    Minimum 2 years of experience in designing and delivering training programs for social protection or social services.
-    Strong facilitation and coaching skills – to have the ability to facilitate group discussion and activities, as well as individual coaching.
-    Ability to produce high-quality products on time.
-    Flexibility and adaptability – to adopt their training approach to meet the unique needs and challenges of each group of participants – as well as respond to unexpected changes or challenges during the training program.
-    Excellent command of English and Albanian. Knowledge on Serbian language would be a strong asset.
-    Ability to produce well-written reports, in a reader-friendly format, demonstrating excellent analytical and communication skills.
 

Timeline and deliverables

For the selected expert / company, to fulfil the timeline provided below, 16 working days will be needed, while the assignment it is expected to follow through 15th of August – 15th of December 2025:

Data Collection Requirements

As part of our Monitoring, Evaluation, Accountability and Learning processes, you must keep clear attendance records of all beneficiaries of the activity(ies) organized through this engagement. Save the Children in Kosovo will share our Activity Beneficiary Database with you, which you must fill out during the assignment and submit at the end of the engagement. 

Should this engagement require the development and administration of pre- and post-surveys, or any questionnaires of the like, you must consult with the Save the Children in Kosovo Monitoring, Evaluation, Accountability and Learning team to ensure that all relevant monitoring data is captured through any tools planned.

Payment information

SCiK will remunerate the consultant on a daily gross fee from which the income taxes and pension contribution will be withheld and paid, based on Kosovo Law, or in an amount free of VAT in the case of the company. SCiK will make the payment through bank transfer in the expert’s bank account upon completion and approval of the assignment and submission of the completed timesheet and invoice.

Payment will only be made upon receipt of a valid invoice accompanied by the timesheet/s for the relevant period. The fees are inclusive of all costs, overheads, and expenses, including travel, subsistence, and accommodation.

Child Safeguarding Policy

As a condition for entering into a service agreement, the local consultant must sign the Save the Children International Child Safeguarding Policy and abide by the terms and conditions thereof.

Informacione të përgjithshme rreth projektit

Objektivi specifik i këtij projekti është të përmirësojë qasjen dhe cilësinë në shërbimet e KZhFH (Kujdesi dhe Zhvillimi në Fëmijërinë e Hershme) që nxisin zhvillimin holistik të fëmijëve të moshës 0-6 vjeç. Në përputhje me këtë objektiv, projekti synon të promovojë praktika më të mira të kujdesit dhe edukimit për fëmijët që ndjekin institucionet parashkollore dhe qendrat e bazuara në Komunitet (KZhFH) duke rritur kapacitetet profesionale të edukatorëve në fusha të caktuara kryesore, dhe kështu, të përmirësohet cilësia e arsimit e ofruar për parashkollorët dhe Qendrat e KZhFH të bazuar në Komunitet në komunat e synuara.

Objektivi

Save the Children Kosova/o (SCiK) në kuadër të projekti është duke kërkuar një konsulent vendor që do jetë përgjegjës për zhvillimin e një Manuali me Aktivitete Edukative që:

• Promovojnë aspektet kryesore të zhvillimit të fëmijës (shkathtësitë motore, kognitive, emocionale dhe sociale). 

• Rritë vetëdijen e fëmijëve 3 – 6 vjeç rreth mbrojtjes së ambientit duke promovuar qëndrueshmërinë dhe rolin e fëmijëve si ambientalist. 

• Përdorimi I metodave ricikluese për krijimin e aktiviteteve atraktive, edukative dhe të qëndrueshme. 

• Mund të zbatohen lehtësisht nga edukatorë me materiale lehtësisht të qasshme, 

Përvoja dhe shkathtësitë e nevojshme

Konsulenti vendor duhet të ketë shkathtësitë esenciale dhe njohuritë e listuar më poshtë:

• Diplomë universitare në një apo më shumë nga fushat: Edukimi i Hershëm, Zhvillimi Psikologjik, Studime Ambientaliste, Shkenca Edukative.

• Përvojë të dëshmuar në fushë të njëjtë – mbështetje e zhvillimi të fëmijëve 3 – 6 vjeç. 

• Përvojë në dizajnimin e aktiviteteve që mbështetin aspekte të ndryshme të zhvillimit të fëmijës. 

• Përvojë në zhvillimin e manualeve apo udhëzuesve do konsiderohet vlerë e shtuar. 

• Të kuptuar të fushave të zhvillimit të fëmijës: kognitiv, emocional, motor, dhe social. 

• Njohuri të demonstruara të koncepteve edukative ambientaliste të përshtatshme për fëmijë si përdorimi i materialeve të riciklueshme, zvogëlimin e mbeturinave dhe praktika të jetesës së qëndrueshme.

• Aftësi për dizajnimin e aktiviteteve të sigurta, praktike, me kosto të ulët, të realizueshme me materiale lehtë të qasshme dhe të riciklueshem.  

• Aftësi për të komunikuar çështjet me temë teknike (në formë të shkruar apo verbale) për personat me njohuri dhe shkathtësi të ndryshme teknike.

• Aftësi për të paraqitur përmbajtje në materiale miqësore për përdoruesit.

• Kreativ, i/e hapur dhe që pranon sugjerimet.

   

Afati kohor dhe produktet

Detyra duhet të dorëzohet gjatë periudhës 25 korrik – 25 gusht  2025, me 15 ditë pune në total, siç specifikohet në orarin më poshtë.

Aktivitetet e zhvilluara duhet të përdorin materiale të riciklueshme dhe/ose lehtësisht të disponueshme, të jenë në përputhje me qëllimet e zhvillimit të fëmijës, të përfshijnë komponentë të ndërgjegjësimit mjedisor dhe të jenë të sigurta dhe miqësore për fëmijët e moshës 3-6 vjeç. Aktivitetet duhet t’i inkurajojnë fëmijët të kuptojnë rëndësinë e mbrojtjes së burimeve natyrore, zvogëlimit të mbeturinave dhe krijimit të zakoneve që janë miqësore me natyrën. Të gjitha aktivitetet dhe vetë Manuali duhet të jenë në përputhje me parimet e Kurrikulës së Edukimit në Fëmijërinë e Hershme, duke mbështetur të nxënit aktiv, zhvillimin gjithëpërfshirës dhe qasjet e përqendruara te fëmija.

Për më tepër, Manuali i Zhvilluar i Aktiviteteve duhet të përfshijë titullin e secilit aktivitet, objektivat (si ato zhvillimore ashtu edhe ato mjedisore), materialet e nevojshme, kohën e nevojshme, një udhëzues hap pas hapi për zbatimin, rezultatet e pritshme të të nxënit dhe këshilla praktike për edukatorët që do të lehtësojnë secilin aktivitet. Kur është e përshtatshme, Manuali duhet gjithashtu të tregojë fushën/fushat specifike të zhvillimit të fëmijës që adresohen, të ofrojë përshtatje të mundshme për fëmijët me aftësi të ndryshme dhe të përfshijë çdo konsideratë të rëndësishme për sigurinë.

SCiK do ta kompensojë Konsulentin me një tarifë bruto ditore, nga e cila do të zbriten dhe paguhen tatimi mbi të ardhurat dhe kontributi pensional, në përputhje me legjislacionin e Kosovës.

Pagesa do të realizohet nëpërmjet transfertës bankare në llogarinë e Konsulentit, pas përfundimit dhe miratimit të punës së kryer. Pagesa do të kryhet vetëm pas pranimit të një fature të vlefshme, të shoqëruar me evidencën e punës (timesheet) për periudhën përkatëse. Tarifat e përcaktuara përfshijnë të gjitha kostot dhe shpenzimet, duke përfshirë shpenzimet e përgjithshme, udhëtimin dhe akomodimin
