Objective

SCiK seeks to engage one (1) Local Expert to: support the working group of Ministry Justice 
for reviewing secondary legislation of the Law on Social and Family Services, particularly focusing on licensing social service providers.
 

Services to be provided by the Local Consultant

The Local Expert is expected to cooperate with the working group of the Ministry of Justice, civil society representatives and social service institutional stakeholders to review the existing draft of Administrative Instructions deriving from the Law on Social and Family Services, which entered into force at the end of 2023. The Local Expert will work closely with SCiK’s child protection and quality assurance team during the provision of the technical expertise, as part of this process.

Experience and skillset required

The Local Expert should have the following essential skills and knowledge:

• Post-graduate degree on public policy, law, human rights, and/or social protection; PhD is an advantage.

• At least 10 years of work experience in the field of child rights development policies; programmes related to social welfare and/or child protection has an advantage.

• Documented expertise in supporting the legislative processes / policy making /service design of child-sensitive social protection and/or social welfare through diverse stakeholder engagement.

• Be knowledgeable in the area of child-sensitive social protection and/or social welfare in the scientific, international and local context.

• Previous engagement with the secondary legislation framework within the social services sector.

• Documented expertise in quality, clarity and consistency of legal recommendations.

• Demonstrated previous experience in delivering high-quality and effective public policy positioning expertise.

Timeline and deliverables

The period of engagement must be completed between 25 September – 15 December 2025, with 17 working days in total, as specified in the schedule below.

Status Updates / Reporting 

•    Regular updates on the progress of expected results.
•    In case of any delay or barrier in the performance of duties, this shall be reported immediately within 24 hours to SCiK staff.

General assumptions and conditions

•   Providing the Consultant with quick access to all relevant materials prepared by SCiK

Payment information

SCiK will reimburse the Local Consultant with a gross daily fee, from which income taxes and pension contributions will be deducted and paid, in accordance with the Legislation in Kosovo. The terms of payment shall follow the payment policy of "Save the Children International”. All payments will be made via bank transfer within Kosovo.

The Local Consultant will issue an invoice to SCiK for the fee, in accordance with the narrative reporting timeline (see submission timeline above). SCiK will make the payment via bank transfer to the bank account of the Local Consultant within fourteen (14) days after the submission of the assignments as specified in the Table of Results and timesheet by the Local Consultant.

Objektivi

SCiK kërkon të angazhojë një (1) Ekspert Lokal për të mbështetur grupin punues të Ministrisë së Drejtësisë për rishikimin e legjislacionit sekondar të Ligjit për Shërbime Sociale dhe Familjare, duke u fokusuar veçanërisht në licencimin e ofruesve formal dhe joformal të shërbimeve sociale.
 

Ofrimi i shërbimeve

Eksperti vendor pritet të bashkëpunojë me grupin punues të Ministrisë së Drejtësisë, përfaqësues të shoqërisë civile dhe akterë institucionalë të shërbimeve sociale për të rishikuar draft udhëzimet administrativ që dalin nga Ligji për Shërbime Familjare dhe Sociale, i cili ka hyrë në fuqi në fund të vitit 2023. Eksperti vendor do të punojë ngushtë me ekipin e mbrojtjes së fëmijës dhe sigurimit të cilësisë të SCiK gjatë ofrimit të ekspertizës teknike, si pjesë e këtij procesi.

Përvoja dhe aftësitë e nevojshme

Eksperti vendor duhet të ketë aftësitë dhe njohuritë thelbësore të mëposhtme:

•    Diplomë pasuniversitare për politikat publike, juridik, të drejtat e njeriut dhe/ose mbrojtjen sociale; PhD është një përparësi;
•    Të paktën 10 vjet përvojë pune në fushën e politikave të zhvillimit të të drejtave të fëmijëve; programet që lidhen me mirëqenien sociale dhe/ose mbrojtjen e fëmijëve kanë përparësi;
•    Ekspertizë e dëshmuar në mbështetjen e proceseve legjislative / politikëbërjes / dizajnimit të shërbimeve të mbrojtjes sociale të ndjeshme ndaj fëmijëve dhe/ose mirëqenies sociale përmes angazhimit me palë të ndryshme;
•    Të ketë njohuri në fushën e mbrojtjes sociale të ndjeshme ndaj fëmijëve dhe/ose mirëqenies sociale në kontekstin shkencor, ndërkombëtar dhe lokal;
•    Angazhim paraprak në kornizën e legjislacionit sekondar për fushën e shërbimeve sociale.
•    Ekspertizë e dëshmuar në cilësinë, qartësinë dhe konsistencën e rekomandimeve ligjore;
•    Përvojë të mëparshme të dëshmuar në ofrimin e ekspertizës me cilësi të lartë dhe efektive për politika publike.
 

Save the Children Kosova/o pret rezultatet dhe afatin kohor të mëposhtëm

Periudha e angazhimit duhet të përfundojë nga 25 shtator – 15 dhjetor 2025, me 17 ditë pune në total, siç specifikohet në planin e mëposhtëm

Përditësimet/raportimet e statusit

Eksperti/ja e përzgjedhur vendore duhet të mbajë komunikim të vazhdueshëm me përfaqësuesit e Save the Children Kosova/o gjatë gjithë periudhës së angazhimit.

Kushtet dhe pritjet e përgjithshme

Ofrimi i qasjes së shpejtë në të gjitha materialet përkatëse të përgatitura nga SCiK.

Informata mbi pagesën

Save the Children Kosova/o do ta kompensojë ekspertin/en vendor/e me një tarifë bruto ditore (nga e cila do të mbahen dhe paguhen taksat mbi të ardhurat, bazuar në Ligjin e Kosovës) ose/dhe në një shumë pa TVSH në rastin e Kompanisë. Save the Children Kosova/o do ta bëjë pagesën përmes transferit bankar në llogarinë bankare pas përfundimit dhe miratimit të detyrës dhe dorëzimit të evidences së punës/faturës.

100% e kostos totale paguhet brenda 14 ditëve nga përfundimi i kënaqshëm i detyrave të caktuara.

Ndonjëherë natyra e shërbimeve të kërkuara kërkon që Furnizuesit të paguhen me një tarifë ditore/orë. Evidenca e punës kërkohet për të gjithë ofruesit e shërbimeve me tarifë ditore/orë. 
Pagesa do të bëhet në bazë të tarifës ditore të kontraktuar dhe vetëm për shërbimet e kontraktuara. Evidenca e punës duke përdorur shabllonin e dhënë duhet të dorëzohen çdo muaj gjatë angazhimit. Pagesa do të bëhet vetëm pas marrjes së një faturë të vlefshme të shoqëruar me evidencën e punës për periudhën përkatëse..
