Consultancy Opportunity: Midline Evaluation of the Vijana Plus Project

Save the Children Tanzania invites qualified consultants or consulting firms to conduct the Midline Evaluation of the European Union-funded Vijana Plus Project. The evaluation will assess the project's progress, effectiveness, and impact in strengthening youth-led organizations and promoting youth participation in governance. Interested applicants are encouraged to review the Terms of Reference and submit their Technical and Financial Proposals as outlined.

Save the Children Tanzania is inviting qualified consultants or consulting firms to conduct a Midline Evaluation of the Vijana Plus Project, a three-year initiative (2025–2028) funded by the European Union and implemented in partnership with the Tanzania Bora Initiative (TBI).

The Vijana Plus Project aims to empower youth-led civil society organizations (CSOs) and young leaders to become independent actors of sustainable development and good governance. Implemented across eight geographical zones in Tanzania Mainland and Zanzibar, the project strengthens organizational capacity, promotes youth participation in decision-making, and supports inclusive development, with a particular focus on girls, young women, and persons with disabilities.

The purpose of the midline evaluation is to assess the project's progress toward its intended results, examine the relevance, effectiveness, efficiency, and sustainability of its interventions, and generate evidence-based recommendations to strengthen implementation during the remaining project period.

The successful consultant will undertake a mixed-methods evaluation, including a review of project documentation, organizational capacity assessments, key informant interviews, focus group discussions, and outcome harvesting. The assignment is expected to be completed within 40 working days.

Interested consultants or consulting firms should submit both Technical and Financial Proposals in accordance with the requirements outlined in the Terms of Reference.
