Terms of Reference - Company to Conduct a Feasibility Study and Develop Strategic Options for Sustainable Early Childhood Care and Development (ECCD) Models in Kosovo

The purpose of this assignment is to generate actionable, evidence-based strategic guidance that enables SCiK to make informed investment decisions on sustainable ECCD model(s).

The framework will be applied to at least three ECCD delivery and financing models to assess, score, and compare them systematically, analyse trade-offs and risks, and identify the most suitable model for SCiK investment, pilot, and scale-up.

The assignment is expected to deliver practical, investment-ready options, including financing strategies, implementation requirements, and conditions for long-term sustainability and scale.

Terms of Reference - Local Consultant to support the Agency for Vocational Education and Training and Adult Education (AVETAE) in adapting the Standards and Curriculum for the Qualification of Career Guidance Counsellors for Lower Secondary Education

The purpose of this consultancy is to provide technical support to the Agency for Vocational Education and Training and Adult Education (AVETAE) in adapting the existing Standards and Curriculum for Career Guidance Counsellors, which are currently designed for upper secondary schools, to align them with lower secondary education (grades 6–9).

This consultancy is intended to serve as a technical process led by the consultant for the harmonisation, review, and finalisation of the standards and curriculum documents. The consultant will act as the technical lead responsible for guiding and coordinating the adaptation, review, and finalisation process of the Standards and Curriculum.

This assignment aims to strengthen institutional capacities for career guidance at the lower secondary level by ensuring that the adapted standards and curriculum are relevant, age-appropriate, aligned with the education context of Kosovo, and ready for submission to the relevant accreditation authority.

It requires strong partnerships, community leadership, and a genuine commitment to listening to children themselves. SCiK is seeking National or International Individual Evaluator(s) or Company to conduct the project’s final evaluation in line with ADA’s Guidelines for Programme and Project Evaluation. 

The evaluation will assess the project’s progress and achievements against the indicators and targets outlined in the project logical framework, while also exploring additional questions and areas of interest beyond the log frame to provide actionable evidence for future programming. Evaluators are encouraged to identify emerging issues, lessons learned and opportunities that can inform and strengthen future interventions for vulnerable communities.

Terms of Reference - Local trainer for delivering a two-day teacher training on inclusive physical and sports activities

SCiK is seeking a local trainer to deliver a twoday teacher training programme on Inclusive Physical and Sports Activities, with a focus on children with disabilities and children from marginalized communities. The training programme has been developed within the framework of this project and is based on the Guide for Inclusive Sports Activities, which emphasizes playbased physical activities that promote participation, cooperation, and the development of basic motor skills through inclusive approaches.

The local trainer will work closely with a local expert engaged by the project to develop the guide and the training programme and together will deliver the training sessions to different groups of teachers.

Terms of Reference - Local Expert/Company to Develop the Methodology and Compile the CSOs’ Alternative Report on the UN Convention on the Rights of the Child (UNCRC) in Kosovo

Save the Children Kosova/o (SCiK), within the framework of the CSO Strengthening Programme, implemented in partnership with 11 CSOs, is seeking the services of a local expert/company to develop the methodology and compile CSOs’ Alternative Report on the UN Convention on the Rights of the Child (UNCRC) in Kosovo.

The overall objective of this consultancy is to support a joint, inclusive and high-quality Child Rights Reporting (CRR) process that brings together project’s partner CSOs with diverse expertise, such as child rights, gender equality, disability, climate and environment, to analyze, document and report on the situation of children’s rights in Kosovo, and to formulate concrete recommendations for change.

CSOs and CLGs in Kosovo already play an important role in monitoring the implementation of the UNCRC, in line with obligations set out in Law No. 06/L-084 on Child Protection. This intervention aims to systematize and strengthen these ongoing monitoring efforts by bringing CSOs together to produce a coherent, concise, and credible joint Alternative Report grounded in evidence and aligned with UNCRC standards and international accountability mechanisms. The process will enhance collaboration among civil society actors, strengthen understanding and application of child rights reporting approaches, and ensure strong integration of gender, climate, and child rights, as well as cross-cutting perspectives such as disability, inclusion, and non-discrimination. The resulting report will serve as a strategic advocacy tool to advance children’s rights at local, national, regional, and international levels.

To achieve this objective, the expert will:

  • Develop, in close collaboration with SCiK and partner CSOs, a joint methodology and workplan for the CSOs’ Alternative Report on the UNCRC.

  • Participate in the Save the Children’s delivery of Child Rights Reporting (CRR) Common Approach capacity-building sessions for CSOs and CLGs, ensuring a shared understanding of the CRR Common Approach and its application.

  • Support CSO partners, where needed, in the collection, analysis, and documentation of data related to children’s rights within their respective thematic areas.

  • Ensure that the methodology is aligned with Save the Children’s CRR Common Approach, with meaningful consideration of children’s participation.

  • Compile and consolidate the individual thematic inputs from CSO partners into one coherent and concise Alternative Report, ensuring consistency, quality, and adherence to UNCRC reporting standards.

  • Integrate a strong analytical focus on gender equality, climate and environmental justice, and child rights, while reflecting other relevant perspectives contributed by CSO partners.

  • Ensure the report clearly identifies key child rights challenges, gaps in implementation, and concrete recommendations for action by relevant duty-bearers.

  • Work closely with SCiK’s Technical Expert on Child Rights Governance throughout all stages of the process.

SCiK is seeking to engage a local consultant or a company or an NGO (hereafter: Service Provider) operating in Mitrovica North and Mitrovica South for the period from December 2025 to June 2026, in alignment with the academic calendar, school breaks, and public holidays.

The engagement aims to support the implementation of the project “Empowerment of Kosovo Vulnerable Communities through Better and Equal Access to the Labour Market” in Mitrovica North. The Service Provider will lead and support the effective implementation of educational and mentoring activities for Roma, Ashkali, and Egyptian students, focusing on personal development, career orientation, and life skills. This includes facilitating mentoring sessions based on the Life Skills for Success (LS4S), Career Guidance, and Green Skills approaches; organizing career orientation events; monitoring student progress; and collaborating with schools, local stakeholders, and project partners to ensure the successful achievement of project goals and awareness initiatives. The overall objective is to equip Roma, Ashkali, and Egyptian children and youth in Mitrovica North with the knowledge, skills, and opportunities necessary to transition successfully into adulthood and access dignified, decent, and sustainable employment.
